Höhere Einnahmen aus der Lkw-Maut ab 2023

Die Bundesregierung plant eine Erhöhung der Mautgebühren für den Lkw-Verkehr. Für die Jahre 2023 bis 2027 rechnet die Regierung so mit durchschnittlichen Einnahmen in Höhe von 8,3 Milliarden Euro pro Jahr aus den Gebühren gegenüber 7,64 Milliarden Euro im Jahr 2021. Dies sieht der von ihr vorgelegte Gesetzentwurf zur Änderung des Bundesfernstraßenmautgesetzes (20/3171) vor.

Mit der Gesetzesnovelle sollen die Mautgebühren ab dem 1. Januar 2023 an die durch das Europäische Parlament und den Rat am 24. Februar 2022 verabschiedete Richtlinie zur Änderung der Richtlinien 1999/62/EG, 1999/37/EG und (EU) 2019/520 hinsichtlich der Erhebung von Gebühren für die Benutzung bestimmter Verkehrswege durch Fahrzeuge angepasst werden. Diese Änderungsrichtlinie weist nicht länger Höchstwerte, sondern lediglich Bezugswerte für die Anlastung der externen Kosten für Luftverschmutzung und Lärmbelastung aus, die überschritten werden dürfen, wenn die externen Kosten im jeweiligen EU-Mitgliedstaat tatsächlich höher liegen.

Mit dem von der Bundesregierung vorgelegten Gesetzentwurf sollen die Spielräume der EU-Richtlinie genutzt werden, um die tatsächlichen externen Kosten den Nutzern der mautpflichtigen Strecken anzulasten. So soll gemäß des Koalitionsvertrages zwischen SPD, Bündnis 90/Die Grünen und FDP eine CO2-Differenzierung bei der Lkw-Maut vorgenommen, der gewerbliche Güterkraftverkehr ab 3,5 Tonnen einbezogen und ein CO2-Zuschlag eingeführt werden.
